Behavioral Health Infrastructure Bond Act of 2024

Behavioral Health Infrastructure Bond Act of 2024: Behavioral Health Continuum Infrastructure Program Round 1 (2024): Launch Ready and Round 2 (2025): Unmet Needs
Passed in March 2024, Proposition 1 is a two-bill package including the Behavioral Health Services Act (BHSA) (Senate Bill 326) and the Behavioral Health Infrastructure Bond Act of 2024 (BHIBA) (Assembly Bill 531). The BHIBA portion is a $6.38 billion general obligation bond to develop an array of behavioral health treatment, residential care settings, and supportive housing to help provide appropriate care facilities for individuals experiencing mental health and substance use disorders. Of the total amount, the California Department of Health Care Services (DHCS) will distribute up to $4.4 billion in bond funding for BHCIP competitive grants.
For information and funding for supportive housing for veterans and others, please visit the Department of Housing and Community Development (HCD) website.
The California Department of Health Care Services (DHCS) is pleased to announce the release of its Bond Behavioral Health Continuum Infrastructure Program (BHCIP) Round 2: Unmet Needs grant Request for Applications (RFA). Through this final round of Bond BHCIP funding, DHCS will award $800+ million statewide.
DHCS aims to distribute grant funds to rural or remote areas with outstanding behavioral health needs or insufficient behavioral health infrastructure, projects with a campus model and regional collaborations, and geographic areas with no prior BHCIP infrastructure award. Eligible entities include counties, cities, Tribal entities, nonprofit organizations, and for-profit organizations whose projects reflect the state’s priorities and align with the facility types listed in the RFA.
All applicants must complete a pre-application consultation (PAC) before submitting an application. The application portal is open as of June 2, 2025; the PAC request form is also accessible on the portal. The PAC is an opportunity for prospective applicants to describe proposed projects and discuss their plans for the use of grant funds, as well as ask general questions about the application and where to locate resources for use while completing and submitting the application.
Upon completion of the applicant’s PAC, the full application will be available. For a preview of the application questions, please see Form 1: Application Questions. (Please note: Form 1 is intended as a guide; final questions in the application portal may differ slightly.) The deadline for applications is October 28, 2025, at 5:00 p.m. Pacific Time (PT).
To schedule a required PAC, please submit the PAC request form no later than August 29, 2025. Prospective applicants that plan to submit applications for more than one project are welcome to address all projects in one PAC session, but must submit a separate PAC request form for each proposed project. PACs will be scheduled between June 26 and October 1, 2025.

Through this funding round, DHCS will award up to $3.3 billion statewide to eligible counties, cities, Tribal entities, nonprofit organizations, and for-profit organizations whose projects reflect the state’s priorities and serve the targeted populations. DHCS is prioritizing regional models or collaborative partnerships, including public-private partnerships, aimed at constructing, renovating, and/or expanding community-based services, as well as projects using a campus-type model that collocate multiple levels of care on the continuum, with a focus on residential treatment facilities.
Award announcements for Bond BHCIP Round 1: Launch Ready grant funding are expected in May 2025. All applicants will be informed in writing of DHCS’s final decision regarding their application.
The Request for Applications (RFA) for Bond BHCIP Round 2: Unmet Needs is currently scheduled for release in May 2025. For information related to that round, please see the Program Update. Additional information will be posted here as it becomes available.
